Amendment C085 - Rezoning of Diamond Gully greenfields area

Amendment C085 rezones the Diamond Gully Southern Residential Greenfields Area to General Residential Zone and applies a Development Plan Overlay to the land.

Current status

The Minister for Planning has approved Amendment C085 to the Mount Alexander Planning Scheme. The Amendment came into operation on 15 November 2018 when the Amendment C085 notice was published in the Government Gazette.

What the amendment does

The amendment rezones 22.51 hectares of land at 55 Diamond Gully Road, Campbells Creek and 61A, part 61B and part 65 Diamond Gully Road, Muckleford from Rural Living Zone (RLZ) and Township Zone (TZ) to General Residential Zone Schedule 1 (GRZ1) as shown on Planning Scheme Map Nos. 18 and 19.

The amendment also inserts and applies a new Schedule 11 to the Development Plan Overlay (DPO) to the land to guide the form and conditions of future use and development of the ‘Southern Greenfields Precinct’ within the Diamond Gully Structure Plan.

Background to amendment

The amendment intends to implement the objectives and strategies of Clause 21.12-3 (Diamond Gully) of the Mount Alexander Planning Scheme for the Southern Residential Greenfield Area of the DGSP. The DGSP is a reference document in the planning scheme. The objectives and strategies of the clause cannot be achieved without these controls being introduced into the planning scheme.

The local area implementation measures of Clause 21.12-3 (Diamond Gully) seek to ensure that any proposed use or development within the DGSP area is generally consistent with the DGSP in strengthening Castlemaine’s regional settlement role. The DGSP identifies the land affected by the amendment to be developed as Residential (Greenfield) – Conventional and Medium Density. The rezoning of the land to GRZ1 is consistent with the recommendations of the structure plan.

The amendment introduces a Development Plan Overlay (DPO) to ensure development achieves the relevant objectives of the DGSP. The DGSP sets out specific environmental constraints and land use risk areas that must be considered in the preparation of the development plan required by the DPO. The DGSP also sets out principles relating to access and linkages to land within and adjoining the DGSP area.

The amendment will enable additional residential land to be subdivided at conventional and medium densities, which will contribute to the supply of affordable housing options in the Castlemaine area.
