Amendment C78 - Campbells Creek and Castlemaine
Current status
The amendment was approved by the Minister for Planning on 20 September 2017. The amendment came into operation on 19 October 2017 when the Amendment C78 notice was published in the Government Gazette.
What the amendment does
The amendment rezones land at Campbell’s Creek from the Farming Zone (FZ) to General Residential Zone (GRZ1), which is the common zone for residential land across Mount Alexander Shire. The land is approximately 27.3 hectares in size.
In addition to rezoning, the amendment applies a Development Plan Overlay (DPO), and a Vegetation Protection Overlay (VPO) to protect some large and very large Yellow Gum and Grey Box trees on the land.
The amendment also rezones land at Langslow Street to Industrial 3 Zone (IN3Z).

Background to the amendment
The amendment was made at the request of the owners of the land affected by the amendment.
Captain Day Road land
The amendment facilitates the residential development of land at 12-22 Captains Day Road consistent with Clause 11.02-1 (Supply of Urban Land) of the State Planning Policy Framework and Clause 21.12 (Local Areas) of the Municipal Strategic Statement, which identifies this area as a future investigation area for residential development in the Castlemaine Framework Plan. The VPO2 will encourage a site responsive design to protect a number of large Yellow gum (Eucalyptus leucoxylon) and Grey Box (Eucalyptus macrocarpa) trees on the land. The Captains Day Road land is in multiple ownerships and application of the DPO10 will ensure the area is developed in an integrated manner, including provision of roads and reticulated services, and also developed in an environmentally sustainable manner.
4 Langslow Street, Castlemaine
The amendment facilitates the land at 4 Langslow Street, Castlemaine to be developed for industrial and associated purposes, which are compatible with adjacent residential development. A residential zone is inappropriate given the land is located opposite the Castlemaine Wastewater Treatment Plant. A previous application for a 15 lot residential subdivision of this land was refused by council on the basis of objections by Coliban Water, the operator of the treatment plan.
