Amendment C94malx – Plan Harcourt
Current status
Amendment C94malx was gazetted into the planning scheme on Friday 14th February 2025.
The amendment implements the strategic directions of Plan Harcourt (Mount Alexander Shire Council, 2024) by rezoning land in and around the township of Harcourt; applying environmental overlays to protect biodiversity; applying the Design and Development Overlay, Schedule 16 (DDO16) to guide the design and built form of development in the town centre; and applying the Development Plan Overlay, Schedule 12 (DPO12) to guide the development of Growth Areas A and B as shown on the Harcourt Framework Plan.
The Plan includes policy directions and a graphical map that designates future growth and change in the township.
Purpose of the amendment
Harcourt has been identified as a small town that is set up to handle future growth in the region. This is acknowledged in both the Loddon Mallee South Regional Growth Plan 2014 and the Mount Alexander Planning Scheme.
As Harcourt grows and changes over time, it's important to plan carefully. This means keeping in mind the local values of the area and the productive farming that happens nearby. Any plans for growth in Harcourt should make sure there's enough infrastructure in place and that the natural and cultural features of the area are protected for the benefit of future residents.
The Harcourt Framework Plan is a strategic planning document that forms the basis of the changes to the Mount Alexander Planning Scheme. The plan includes policy directions and a graphical map that designates future growth and change in the township.
