Accommodation businesses

Under the Public Health and Wellbeing Act 2008, all prescribed accommodation businesses must be registered with council and follow regulations to help minimise health risks.

Under the Public Health and Wellbeing (Prescribed Accommodation) Regulations 2020, prescribed accommodation businesses include:

  • Residential accommodation
  • Hotels and motels
  • Hostels or student dormitories
  • Farm stays or holiday camps
  • Rooming houses
  • Bed and breakfasts accommodating more than five people
  • Rooming/shared houses accommodating four or more people
  • Guesthouses and boutique hotels
  • Labour hire

Note: some short-term private rentals such as holiday houses on Airbnb are not required to be registered by Council however you are advised to contact Council’s Public Health and Wellbeing team to discuss your individual situation for more specific advice.

Starting a new accommodation business

If accommodation is provided for five or more people or you are operating a bed and breakfast premises you are required to register your business online, in person or by email.

Starting a new bed and breakfast

If you intend starting a new bed and breakfast business please contact Council’s Public and Environmental Health team to ensure that you comply with the legislative requirements on 03 5471 1700 or email environmentalhealth@mountalexander.vic.gov.au.

Purchasing an existing business

You can transfer the ownership of an accommodation business online, in person or by email.

A Public and Environmental Health Officer will arrange to inspect the premises after settlement and if works are needed, these must be completed before the Certificate of Registration can be issued to the new owner. 

Renew your business registration

Operators of prescribed accommodation businesses must renew their business registration each year.

Annual inspections

Annual inspections are carried out by Council’s Public and Environmental Health officers to assess compliance with the Public Health and Wellbeing Regulations, covering:

  • Cleanliness
  • Structural maintenance
  • Condition of rooms and overcrowding
  • Water supply
  • Sewerage and wastewater
  • Sanitary facilities
  • Waste disposal
  • Pest control

Please note, if you are intending to provide food at the premises, you will need to apply for food business registrations as well.

Complaints

Consumer complaints relating to Public Health and Wellbeing Act businesses and residential issues may be investigated by Council Public and Environmental Health Officers. Such complaints may include: 

  • Unclean premises
  • Incorrect techniques or procedures
  • Infections contracted from premises
  • Unregistered premises
  • Overcrowding at accommodation premises
  • Vermin infestations
  • Maintenance problems
  • Residential noise and odour issues

All complaints relating to these matters should be immediately reported to Council's Public and Environmental Health team on 03 5471 1700 or email environmentalhealth@mountalexander.vic.gov.au.
