About the Role
The Manager Operations is a key leadership position responsible for delivering a broad portfolio of essential services, including waste management, civil infrastructure, and climate change programs. This role ensures the effective and efficient management of Council’s operational services, including the maintenance of roads, bridges, drainage, and public infrastructure, while leading sustainability and climate change initiatives to drive long-term environmental benefits.
Reporting directly to the Director Infrastructure and Development, the Manager Operations will provide strategic direction to a multidisciplinary team, ensuring that service delivery meets both Council and community expectations. The role will oversee the planning, implementation, and contract management of capital works and maintenance programs, ensuring projects are delivered on time and within budget. In addition, this position will play a key role in waste minimisation, circular economy initiatives, and climate change adaptation.
This is an exciting opportunity to lead a critical function within the Shire, engaging with key stakeholders to enhance infrastructure outcomes, support sustainable waste solutions, and contribute to community resilience. The role also holds responsibilities in emergency management, fulfilling the position of Deputy Municipal Recovery Manager as part of the Shire’s emergency preparedness and response framework.
Candidate Profile
We are seeking an experienced operational leader with a strong background in waste management, civil works, or municipal infrastructure. The ideal candidate will have extensive experience managing multidisciplinary teams, leading infrastructure projects, and driving continuous improvement in service delivery. A strong understanding of sustainability, climate adaptation, and waste management best practices will be highly regarded. The successful candidate will possess tertiary qualifications in Environmental Management, Civil Engineering, or a related field, along with demonstrated experience in overseeing large-scale capital works programs, contract management, and service delivery within a local government or similar setting.
This role requires a high level of leadership capability, with the ability to develop and manage teams, foster stakeholder relationships, and deliver strategic objectives that align with Council’s broader vision. Strong financial and project management skills are essential, as well as the ability to navigate complex regulatory and compliance requirements. The ideal candidate will be an innovative and solutions-focused leader who can balance operational excellence with long-term sustainability goals, ensuring that Council’s infrastructure and environmental services continue to meet the needs of the community.
