Small Town Streetscapes

Following extensive community consultation, Council has developed a suite of streetscape improvement works for the townships of Campbells Creek, Chewton, Elphinstone, Guildford, Newstead and Taradale.

Project summary

The Streetscape enhancement works include street beautification, supporting infrastructure for local businesses and the creation of town centres to improve economic activity and community connections.

Council successfully applied for two grants from Regional Development Victoria’s Regional Development Infrastructure Fund, which will contribute towards the implementation of the streetscape plans for the townships of Campbells Creek, Chewton, Elphinstone, Guildford, Newstead and Taradale.

Campbells Creek

Improvement works include:
- Bicycle racks outside post office and Community Park.
- Kerb outstand, including kerb and channel at corner of Alexandra Street and Main Rd intersection.
- Native ground cover to splitter islands outside Five Flags Hotel.
- Directional signage to Community Centre and Chinese Cemetery.
- Street Trees
- Street Furniture: Seating x2 outside post office and general store.
- Kerb outstand and seating at school crossing.
- Share lane markings for bicycles.
- Artwork to fence of Community Park and primary school to establish link.
- Redefined entrance to Community Park.
- Remove disused bus stop.


Elphinstone

Improvement works include:
- Formalised crossing point with granite banding and signage.
- Kerb and channel at corner of digger’s way and Wright Street.
- Kerb and channel on SW side of Wright Street.
- Kerbed island at corner of Wright Street and Urquhart Street.
- Extend existing granite pitcher drain and seal gravel with asphalt on Wright Street outside hotel.
- New PTV bus shelter on concrete paving.
- Landscaping and seating to monument at War Memorial.
- Improve area on North Eastern side of Wright Street down to War Memorial, including installation of pipe and culverts to cover existing infrastructure, new pedestrian path to link existing footpath to new crossing, new drainage pit and extended asphalt cover.


Taradale

Improvement works include:
- Street Trees
- Kerb outstands to the South East side of High Street and Roderick Street intersection.
- Provide directional signage to point of interest.
- Provide defined parking spaces.
- Road markings for dedicated bike lane.
- Repaint Back Creek Road Bridge.
- Repaint Back Creek Road Pedestrian bridge.
- Kerb and channel on north side of the high street intersection on De La Beche Street and Murchisons Street.
- Replace Castlemaine Events signage with Welcome to Taradale signage.
- Kerb and channel to the intersection of High and Jackson streets.
- Defined parking spaces of Jackson Street.
- Remove bus stop of outside the service station and combine with the stop outside Taradale Wine and Produce Store – Provide seating and bus shelter.


Chewton

Improvement works include:
- Install shelter and seating at existing bus stops that have defined bus zone line markings
- Create a defined the entrance to Ellery Park including landscaping and signage
- Install bicycle racks
- Level and seal car parking near General Store to include accessible parking space
- Create a paved courtyard space with seating between the Town Hall and Ellery Park
- Install seating, street lighting and street landscaping.

Guildford

Improvement works include:
- Civil works improvements at the intersection of Fryers St and Templeton St (Midland Highway) (e.g. kerb and channel, pedestrian refuge, drainage, road re-surfacing, car parking, line marking)
- Accessibility improvements for the Barassi bust statue (e.g. access ramp, steps and fence modifications)
- Extend concrete lintels for bus stop access outside the Guildford Family Hotel
- Install directional and interpretative signage at key locations
- Landscaping improvements.

Newstead

Improvement works include:
- Install seating near the Mens Shed and Swimming Pool
- Beautification works on the forecourt at the Newstead Community Centre
- Construction of improved storm water drainage, road seal/surface and line marking, footpaths, kerb and channel on Panmure Street
- Seal and improve drainage to the current gravel areas with asphalt on both sides of the Lyons Street, east of Panmure Street, including line marking to demarcate bus stop areas
- Provide parking spaces (where acceptable to Department of Transport) at the front of the Community Centre, Grocer and Milk Bar on the Pyrenees Highway and near the Grocer on Panmure Street
- Upgrades to landscaping around mature tree and recently planted street trees, including watering improvements
- Interpretive signage at key locations within the core township centre
- Rationalise existing bike racks
- Landscaping including tree plantings.

Detailed engineering drawings for Chewton, Guilford and Newstead are currently in development.

Project aim

This aims of this project include:

• Increasing liveability in each town by improving the attractiveness and safety of town centres.
• Creating improved town centres though the provision of supporting infrastructure to the main streets, improving economic growth in the retail, trade, food and accommodation sectors.
• Increasing visitation and tourism through infrastructure such as interpretive and directional signage to sites of interest.
• Improving beautification, social connections and support through active transport through infrastructure.
• Attracting new residents to townships.
• Increasing land/property value of the townships.

Project outcomes

The project outcomes will include:

• The delivery of on the ground improvements to the town centres.
• Strengthened character of the town centres.
• Improved economic activity and community connections.

Where are we now

Council has appointed a contractor for the works in Campbells Creek, Elphinstone and Taradale. Works will commence in July 2021, starting with Campbells Creek and are anticipated to be completed by December 2021, weather permitting.

Council has already completed some minor works in Chewton, Guildford and Newstead including:

Chewton
• Fencing improvements at Soldiers Memorial Park and Chewton pool
• The installation of bike racks out the front of the Chewton Post Office and Chewton Pool.

Guildford
• The installation of bike racks out the front of the Guildford General Store and Guildford Hotel
• Indigenous planting alongside John Powell Reserve
• Street tree planting alongside Guildford Public Hall and John Powell Reserve
• Nature strip planting between Guildford Hotel and Guildford Post Office.

Newstead
• The installation of gates at Newstead Park
• Additional seating at Newstead Bakery and Café.

Detailed engineering drawings for Chewton, Guilford and Newstead are still in development. Construction work is anticipated to commence August - September 2021.
